This Governmental Audit Quality Center (GAQC) archived Web event titled, GASB 75 OPEB Implementation: Accounting and Auditing Considerations, will provide a discussion of implementation issues surrounding the accounting and auditing for other postemployment benefits (OPEB) that you need to be aware of. You and your clients survived the implementation of the Governmental Accounting Standards Board (GASB) pension standards. Now you have the implementation of GASB Statement No. 75, Accounting and Financial Reporting for Postemployment Benefits Other Than Pensions, to look forward to.
GASB Statement No. 75 becomes effective for fiscal years beginning after June 15, 2017. One thing we know from going through the GASB's pension standard implementation is that it is never too early to start delving into a standard like this. After participating in this archived event, participants will understand the following:
- How the accounting for OPEB differs from pensions;
- The appropriate treatment for OPEB when it is administered through a trust, versus when it is not administered through a trust;
- The role of the actuary and related audit issues; and
- Auditing considerations from the employer auditor's perspective.
About the Presenters
Stephen Blann, CPA, is with Rehmann where he is a Principal of government and not-for-profit services. He serves as the Firm's director of government audit quality, and heads the government and not-for-profit assurance practice for West Michigan. Stephen is a member of the AICPA State and Local Government Expert Panel.
Bob Scott, CPA, is Chief Financial Officer/Assistant City Manager for the City of Carrollton, Texas where he has responsibility for all aspects of the City's financial operations. He has extensive experience in accounting and financial reporting issues and has served on various GASB review committees and taskforces. Bob is a member of the AICPA State and Local Government Expert Panel.
