The purpose of this GAQC Alert is to provide registration information for the upcoming Governmental Audit Quality Center (GAQC) Web event titled, Commonly Asked Questions about the Uniform Guidance and Yellow Book, which will be held on Wednesday, November 16, 2016, from 1:00 PM - 3:00 PM (Eastern Time). A panel of practitioners will discuss commonly asked questions submitted to the GAQC during the last year on auditor-related topics arising from the Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards at 2 CFR 200 (Uniform Guidance) and Government Auditing Standards (Yellow Book).

If you have a question that you would like for us to consider during the live event, please send it to by Friday, November 4, 2017. Questions received after that date or during the live event will be addressed in future GAQC events. Keep in mind that a separate GAQC Web event to be held in February 2017 will cover Uniform Guidance "compliance-related" areas that are challenging to auditees (e.g., indirect costs, procurement, compensation—personal services, etc.). Therefore, "compliance-related" topics will not be addressed in the upcoming November Web event.

GAQC members can register using the Continuing Professional Education (CPE) Option (with a fee) or the No-CPE Option (with no fee). Group registration is also available. If you encounter any problems with the registration process, contact the AICPA Service Center at 888-777-7077.

About the Web Event
Many auditors are now performing their first single audits under the Uniform Guidance audit requirements. GAQC has received many questions on these requirements via e-mail, at conferences, and during previous GAQC Web events. Questions regarding the Yellow Book also come in on an ongoing basis. During this event, our panelists will:
Share their knowledge on the various questions based on their experiences working with the GAQC and its Executive Committee as the Uniform Guidance has been implemented, as well as from their own practices;
Point to formal answers, when they exist, found in the Uniform Guidance and/or the Frequently Asked Questions (FAQ) document issued and updated periodically by the Council on Financial Assistance Reform (COFAR);
Cover topics including Uniform Guidance effective dates, major program determination, reporting issues, and Government Auditing Standards; and
Provide information on where auditors can find relevant resources.
About the Presenters
Ronald (Ron) Conrad, CPA, is a Partner in the Orlando office of Cherry Bekaert. Ron specializes in serving clients in the healthcare, higher education, not-for-profit, government, and commercial industries. Ron is a lead technical resource in the firm, serving as the Firm's government and compliance technical director. Ron currently serves on the GAQC Executive Committee.

Diane Edelstein, CPA is a Partner at Maher Duessel in Pittsburgh, PA with over 20 years of experience in public accounting concentrating on single audits for governmental and not-for-profit clients. Diane serves as the firm's Director of Quality Control and Director of the Peer Review Practice. She previously served on the GAQC Executive Committee and now serves on the Steering Committee of the AICPA Not-for-Profit Industry Conference.

Session Moderator: Erica Forhan, CPA, is a Partner with Moss Adams LLP with over 20 years of experience where she is involved with providing technical consultations to the firm's healthcare, not-for-profit, and government industry groups. She is a member of the firm's Professional Practice Group where she is involved with developing and monitoring the firm's assurance practice. Erica currently chairs the GAQC Executive Committee.
Registration Instructions for CPE Only Option - Individuals and Groups
How to Register

The GAQC member registration fee is $79.20 per participant payable online by credit card only (no billing option is available). In accordance with CPE qualification standards, you must register before the Web event begins to receive CPE credit. To ensure you receive CPE for this Web event, please complete your online registration by noon on Wednesday, November 16th. You will also be required to participate in a minimum of 75% of the pop-up participation markers during the event. No CPE will be available after a Web event has started or at any time after a live event.

Some members prefer to register more than one individual for the CPE option. This group registration option is available for registering as few as 2 participants with price discounts for groups of 5 participants or more. The Web event registration page (see link below) provides you with "how to" and pricing information. A "Webcast Group Viewing" document also provides additional instructions including how to access CPE certificates after the event.

Accessing CPE Certificates

Immediately following successful completion of the Web event, a CPE Certificate will be available by clicking the orange "Get CPE" icon in the Webcast player. Alternatively, it will be available within 24 hours by re-logging into the Web event link with the same e-mail address that you used to purchase the event. Group CPE certificates must be accessed from the purchaser's e-mail address.
Registration Instructions for the No-CPE Option
There is no fee to participate using the No-CPE Option, but registration at AICPA Store is required. If you are using the No-CPE Option, registration is generally limited to the firm's Designated Audit Quality Partner or State Audit Organization (SAO) Designated Audit Quality Leader with responsibility for your governmental audit practice.

Archive of the Web Event
This Web event and slide presentation will be archived on the GAQC Web site under "Archived Member Web Events." No CPE will be available for listening to the archived event.
