Subject: Important Status Update on 2013 Data Collection Form Related Matters

Dear GAQC Members:
The Governmental Audit Quality Center (GAQC) has been receiving a number of questions about the status of the 2013 Data Collection Form (DCF) and related matters. We are sending this quick e-mail to provide a brief status update. Note that some of the timing previously communicated by the GAQC on DCF matters has been delayed due to the previous federal government shutdown. See the summary of each area below. Look for a more detailed GAQC Alert in the future.
Archived of GAQC Web Event. If you missed the event and are not interested in CPE, you can watch the archive on the GAQC Web site (no CPE available). We highly encourage you and your staff to view this event to ensure you are ready for the upcoming changes.
New Federal Audit Clearinghouse (FAC) System. The FAC Web site indicates that the new FAC system will be launched on Thursday, November 14, 2013. For this reason, the FAC system will be offline (for purposes of 2008-2012 submissions) the two days prior to that date. The GAQC event mentioned above goes into great detail about these system changes. Additionally the FAC has posted a summary of the changes on its Web site.
2013 DCF. The 2013 DCF is required to be issued in the Federal Register (FR) for a final 30-day comment period. To date, that has issuance has not occurred. Assuming the FR notice is made in the next few weeks, the finalized version of the DCF would not be available for making submissions until at least 30 days after the FR notice date. Once the 2013 DCF is issued in the FR, we will notify members via a GAQC Alert. The GAQC event mentioned above goes into great detail about the expected changes to the DCF.
DCF Submission Date Waiver. The FAC has extended the 2013 DCF submission waiver language that is posted on its Web site through January 31, 2014. The extension language appearing on the FAC Web site is now as follows: “If a single audit for a fiscal period ending in 2013 is due before the
2013 Form is available; auditees will not be able to meet the 30 day or 9 month deadlines for
submission prescribed by OMB Circular A-133 §_.320(a). Therefore, OMB has granted an extension until January 31, 2014. The extension is automatic and there is no approval required. The extension applies only to single audits for the fiscal periods ending in 2013.” Look for more information from the GAQC in the upcoming weeks.
