The winners of the 2013 Outstanding CPA in Government Career Contribution Award and the Outstanding CPA in Government Impact Award were announced at the AICPA Governmental Accounting and Auditing Update Conference on August 12, 2013.
Outstanding CPA in Government Career Contribution Award
The Outstanding CPA in Government Career Contribution Award recognizes the impact of significant contributions of the CPA to the efficiency, effectiveness or innovative service delivery of their respective local state or federal employer organization. This award replaces the previous Outstanding CPA in Government Award.
The 2013 awardee is:
Marcia Buchanan, CPA
Marcia Buchanan is the recently retired Assistant Director, Government Auditing Standards, in GAO's Financial Management and Assurance Team. She had responsibility for maintaining, interpreting, and promoting Government Auditing Standards, commonly known as the "yellow book," and served as a staff aide to the Advisory Council on Government Auditing Standards. She also participated for GAO with the International Organization of Supreme Audit Institutions’ Auditing Standards Committee and as an expert on proposed international auditing standards.
During her almost 40 year GAO career, Ms. Buchanan gained extensive audit experience on financial audits, and on performance audits of audit quality, single audit, and other issues. Ms. Buchanan worked on GAO’s audits on the single audit process as well as the use of single audit as an accountability mechanism for the Recovery Act. She received numerous awards, including GAO's Meritorious Service Award in 1983 and 1999, the Comptroller General’s Integrity Award in 2002 and 2006, GAO’s Distinguished Service Award in 2012, and the Association of Government Accountant's Achievement of the Year Award and Educator’s Award.
Ms. Buchanan has been a frequent speaker at professional conferences and training sessions on issues impacting government auditors and accountability professionals, as well as for CPA firms that conduct audits of government programs.
Ms. Buchanan graduated from Virginia Tech and attended the Federal Executive Institute. She is a Certified Public Accountant, a Certified Government Financial Manager, and a member of the American Institute of Certified Public Accountants, serving previously on the Government Performance and Accountability Committee, the Government Accounting and Auditing Committee, the Single Audit Working Group, and as an observer to several AICPA auditing standard task forces.
Outstanding CPA in Government Impact Award
The newly introduced Outstanding CPA in Government Impact Award recognizes CPAs working in federal, state and local government who have contributed significantly to increased efficiency and effectiveness of government organizations and to the growth and enhancement of the CPA. Current or recent accomplishments (3-5 years) are the focus of this award.
The 2013 awardees are:
Alfredo Riverol, CPA - Local Level
Alfredo Riverol is a highly conscientious public servant with a collaborative but fiscally responsible attitude in the use of public funds. He holds two Master Degrees; Master of Public Administration (2000) & a Master of Science in Taxation (2003) both from Florida International University (FIU) and is a lifetime member of the FIU Alumni Association. Additionally Mr. Riverol is a Certified Public Accountant and licensed in the State of Florida. Mr. Riverol’s other credentials include Certified Government Financial Manager, Certified Global Management Accountant, and Certified Forensic Accountant.
Alfredo Riverol began his career in local government at the City of North Miami Beach, Florida and within five short years while taking higher positions within the organization, rose to ultimately become Assistant City Manager. Mr. Riverol continued his professional career by accepting the Assistant Village Manager position for the Village of Pinecrest, Florida and continuing to serve local government.
Furthermore, Mr. Riverol had the distinguished pleasure to become a chartered member for the City of Homestead as its appointed Internal Auditor. After a short while, Mr. Riverol went on to become full-time at his own successful CPA firm, However, Mr. Riverol quickly realized that his true passion was in government as a public servant. His quest for a new challenge in government would soon be over.
In 2010, Mr. Riverol was selected as the Chief Financial Officer at the City of South Miami at a time when the City was in a state of financial uncertainty and in the process of an investigation by the IRS and SEC for the issuance of tax-exempt bonds in 2002 and 2006. Furthermore, the city’s Comprehensive Annual Financial Report (CAFR) had 13 reported findings, of which four were considered material misstatements and significant. During Mr. Riverol’s three years tenure with the City, the IRS and SEC issues were both resolved and the City’s latest CAFR had zero findings; which was the first time in the city’s most recent history, which Alfredo played a key role. Further, during the nationwide economic downturn, Mr. Riverol was instrumental in the reduction of the City’s millage rate for three consecutive years, to a taxable percentage which is the lowest level in the City’s most recent history.
Furthermore, under Mr. Riverol, the City of South Miami produced the first ever Popular Annual Financial Report (PAFR) which summarizes the essential information contained in the City’s lengthy Comprehensive Annual Financial Report (CAFR) and is produced specifically for non-financial readers. Due to that new report, the Government Finance Officers Association of the United States and Canada (GFOA) provided the City, with the first ever, Award for Outstanding Achievement in Popular Annual Financial Reporting. The Award for Outstanding Achievement in Popular Annual Financial Reporting is a prestigious national award recognizing conformance with the highest standards for preparation of state and local government popular reports. Moreover, in Mr. Riverol’s first year as Chief Financial Officer, he completely revamped the City’s budget process with the intent to produce a budget document which would serve to be an operations guide, a financial plan, and a communications device. These dramatic improvements were honored by the GFOA by presenting the Distinguished Budget Presentation Award to the City of South Miami, for the first time ever. Lastly, the City continues to receive the Certification of Achievement for Excellence in Financial Reporting for the City produced CAFR. The accomplishment of receiving all three GFOA awards makes the
City of South Miami one of only 16 local governments within the State of Florida out of approximately 1600 Florida local governments.
While Mr. Riverol is committed to local government, he is also committed to community service. Alfredo is a past president of the Kiwanis of North Miami Beach-Sunny Isles and received the Kiwanis International President's Award. He is also a past member of the Kids And the Power of Work (KAPOW) program which helps teach young local students about work and the different careers.
Alfredo Riverol’s contributions to the CPA profession includes being an active member and participant to multiple organizations; American Institute of Certified Public Accountants, Florida Institute of Certified Public Accountants, Government Finance Officers Association, Florida Government Finance Officers Association, S. FL Govt. Finance Officers and City Clerks Association, Association of Government Accountants, and American College of Forensic Examiners Institute. He is currently pursuing an Associate Faculty position at the University of Phoenix teaching Accounting to the professionals of tomorrow.
Mr. Riverol is married to Lucrecia Riverol and is blessed to have three beautiful children; Daniel, Gabriela, and Olivia.
Alfredo’s belief in government and his dedication to public service is admirable. His ethics and moral being stands to be a model for anyone who aspires to serve the public in a government position capacity and as a professional in the outstanding accounting field.
Pamela Leary, CPA - State Level
Pamela Leary is the Comptroller for the State of Alaska’s Department of Revenue, Treasury Division and the Deputy Treasurer of the Alaska Municipal Bond Bank. Ms. Leary began her career as an auditor with Price Waterhouse and became partner in the firm PricewaterhouseCoopers, advising clients in various disciplines including securities litigation and bankruptcy.
After moving from New York to Alaska, Ms. Leary first owned her own business and then reentered the accounting profession at the Alaska Permanent Fund Corporation prior to joining the Alaska Treasury. She holds a Bachelor of Science degree in Economics from the Wharton School, University of Pennsylvania and is a Certified Public Accountant in the State of Alaska.
Ms. Leary devotes her free time to developing young figure skaters at the Juneau Skating Club which she founded in 2003 and enjoying all that Alaska has to offer with her husband and family.
Jennifer Coleman, CPA - Federal Level
Jennifer Coleman was born in Zachary, LA. However, New Orleans has been her home since 1966. She earned an undergraduate degree in accounting from the University of New Orleans in December 1982 and a Master of Science in Management from Troy State University in 1996. She is a Certified Public Accountant (CPA), Certified Government Financial Management (CGFM), and a Chartered Global Management Accountant (CGMA).
Her government accounting career began in 1982. Since then, she has worked for the U.S. Army Corps of Engineers, Department of Energy, Internal Revenue Service, and the United States Department of Agriculture. She has 29 years of government service.
She facilitates college accounting classes and government training seminars to work with the accounting community and to keep up with government and accounting trends. She has been instructing classes since the year 2000. She looks forward to continuing to serve her accounting community in this capacity when she retires from federal service.
On a more personal note, she is married and has two sons. Her hobbies include exercising, reading, and traveling with her family.
