Under the automatic disciplinary provisions of the Institute’s bylaws, Mr. Bell’s AICPA membership was suspended for two years, effective January 8, 2018, the date of the state board’s Order. This action is based on the Final Order and Settlement Stipulation that Mr. Bell entered into with the State of Florida Board of Accountancy. Whereby, he was: directed not to, in the future, violate Chapters 445 and 473, Florida statutes, or the rules promulgated; reprimanded; placed on probation for five years; directed to pay an administrative fine of $6,000.00; directed to pay $316.13 in administrative costs; and directed to complete 30 additional CPE hours for violating Section 473.323(1)(k), Florida Statutes (2015), for performing a fraudulent act while holding a license to practice public accounting, by embezzling at least $293,211 in funds from a client by withdrawing and transferring money from the client’s three accounts without approval, and in violation of the trust agreements for said accounts.
