A portfolio manager (or money manager) designs a portfolio of securities or other financial assets and manages the portfolio on a discretionary basis for a fee normally based on a percentage of assets under management. Portfolio managers range from independent advisory firms to banks, pension funds, insurance companies, mutual funds and hedge funds. Portfolio managers may be subject to regulation as investment advisers.
A CPA firm can manage client securities portfolios on a fully discretionary basis. However, it would likely require a full-time portfolio manager and support personnel.
