Outstanding CPA in Government 2012  


The winners of the 2012 Outstanding CPA in Government Award were announced at the AICPA National Governmental Accounting and Auditing Update Conference in Washington, DC on August 20, 2012.

The 2012 awardees are:

Roger A. Norman, CPA, J.D.

Roger A. Norman has served as the Legislative Auditor for the State of Arkansas since 2007, and as a member of the Division of Legislative Audit since 1977.  Prior to his appointment as Legislative Auditor, Mr. Norman served the Division of Legislative Audit as legal counsel for twenty-three years and as a staff auditor for seven years. 

As Legislative Auditor, Mr. Norman oversees a staff of 275 which is responsible for conducting approximately 1,000 engagements per year.  Reports are presented to the Legislative Joint Auditing Committee of the Arkansas General Assembly.  Engagements range from audits of the executive and judicial branches of government, higher education institutions, local school districts, counties, and municipalities, along with performance engagements and investigative and special reports.  The Division of Legislative Audit is a member of the AICPA’s Governmental Audit Quality Center.

Mr. Norman is a Certified Public Accountant, Certified in Financial Forensics by the American Institute of Certified Public Accountants, a licensed attorney, and a Certified Fraud Examiner. He received a B.A. in accounting, magna cum laude, from Ouachita Baptist University and a J.D. from the University of Arkansas at Little Rock School of Law.

Currently, Mr. Norman serves on the executive committees of the National State Auditors Association, the Southwest Intergovernmental Audit Forum, and the Legal Services Staff Section of the National Conference of State Legislatures.  Mr. Norman’s professional affiliations also include the American Institute of Certified Public Accountants, the Arkansas Society of CPAs, the Association of Certified Fraud Examiners, the American Association of Attorneys-Certified Public Accountants, and the Arkansas Bar Association.


John H. Fisher, Ph.D., CPA

John worked for the Department of Health and Human Services, Office of the Inspector General (OIG), located in Kansas City, Missouri, for more than 30 years.  As Director of the National External Review Center (NEAR), he was responsible for managing the HHS/OIG/OAS/NEAR quality control review, peer review, and CPA outreach functions. 

On an annual basis, the NEAR staff, under John’s leadership, conducted quality reviews of more than 2,500 Office of Management and Budget (OMB) Circular A-133 audits performed by non-Federal auditors on State and Local governments, colleges and universities, and nonprofit organizations receiving Federal funds.  He also served as the Single Audit Coordinator for Health and Human Services from 1998-2011.  During his career, John participated as the Federal representative in 75 peer reviews conducted by the National Association of State Auditors.

John held Bachelor of Science, Masters of Science and Ph.D. degrees in Accountancy from the University of Kansas.  He was licensed as a Certified Public Accountant in the State of Kansas and also held the designations of Certified Fraud Examiner and Certified Government Financial Manager.  John was a member of the AICPA, the Missouri Society of Certified Public Accountants, the Kansas Society of Certified Public Accountants, the American Accounting Association, the Association of Government Accountants, and the Association of Certified Fraud Examiners.
 
John served as the chairman for several OMB workgroups focused on revising the Single Audit process.  He was frequently called upon for advice by many senior leaders from OMB, GAO, the CPA community, and State and local governmental auditors.  John was frequently a requested speaker on the subject of Single Audits at various national and regional conferences for professional accounting and auditing organizations; including the AICPA, AGA and the Intergovernmental Audit Forums.

In 2007, John received a joint PCIE/ECIE award in recognition for his contributions in assisting the PCIE National Single Audit project management team.  In 2005, the Missouri Society of Certified Public Accountants named him the Outstanding CPA in Government.

John passed away at his home in September 2011.
